There is a significant opportunity to identify and address the challenges that lead to both low kin placement rates and low foster parent retention rates. The Pathways Learning Network convened on Tuesday, June 18, and heard from four state and national experts about policies and programming that can help improve recruitment and retention rates for both foster and kin families. The session was moderated by Pathways to Resilience Director Lauren Block, who is a certified foster parent in Denver, Colorado.

  • Lindsay Gilchrist, Director of CHAMPS Colorado about amplifying the voices of foster and kin families in decisions about the way policies and programs are implemented;

  • David Hansell, Senior Policy Advisor for Child Welfare Policy at Casey Family Programs about kinship care initiatives and federal policy strategies to support kin and foster care placements;

  • Carole Shauffer, Senior Director for the Quality Parenting Initiative with the Youth Law Center about opportunities to re-envision child welfare systems with prospective and certified resource/kin to optimally support families; and

  • Jill Yordy, Senior Policy Specialist at National Conference of State Legislatures about state legislative strategies to establish policies that promote foster parent retention.
