The first spouses of Governors from six states serve on the Pathways to Resilience Steering Committee.
Through their state advocacy and networks, these first spouses are critical to raising awareness of the initiative and trauma-responsive policies and programs across the country. Tracey Quillen Carney
Chair, Delaware
Tracey’s focus as First Spouse is to support efforts that, in a foundational way, help give children a chance to succeed. She also draws on her own experience with trauma recovery to promote awareness of how all adults can have a positive impact on the lives of children. With funding and operational support from Casey Family Programs, she coordinates those efforts under the umbrella of the First Chance Delaware initiative. First Chance has three pillars:
Jaime Kanani Green
Hawaii
First Lady Jaime Kanani Green was born and raised on Oʻahu in Kāne‘ohe. After graduating from ʻIolani School, she received her bachelor’s degree from Brown University. She returned home and obtained her law degree from the University of Hawaiʻi William S. Richardson School of Law. After practicing Family Law, she decided to focus on child advocacy through policy and nonprofit work.
The First Lady worked as a program coordinator for Project Visitation, which provides special events and monthly visits for siblings separated in the foster care system; as a Human Services Committee Clerk in the Hawaiʻi State Senate; and served as a volunteer guardian ad litem for the Hawaiʻi State Judiciary.

Dawn Moore
Maryland
With more than 20 years of leadership experience in government relations, non-profit work, building corporate partnerships, community organizing, campaign strategy, and fundraising, First Lady Moore is passionate about empowering women, fostering economic opportunity, and championing the arts.
She has held positions in the highest levels of state government and has served on the board of non-profit organizations including Maryland’s State Theatre, Baltimore Center Stage, and iMentor. She also served as chair of the Moore-Miller Inaugural Committee, whose inclusive efforts contributed to a reported 30 to 40 percent increase in business for Black-owned businesses during the week of Governor Moore’s inauguration, supported 34 jobs with minority-, women- and locally owned businesses, and generated more than $1.5 million in labor income.

Kristin Cooper
North Carolina
Kristin Cooper is using her platform to improve the well-being of children in North Carolina. She champions initiatives, organizations, and people who are working to create a safe, nurturing, healthy environment for children and their families, with a special focus on foster care, child abuse and neglect, childhood hunger, and literacy. Kristin has served as a guardian ad litem for children in Wake County since 2003, using her legal training to represent foster children in court. Additionally, she focuses on the arts and nature to ensure that all children in North Carolina have access to play and thrive creatively.

Aimee Kotek Wilson
Oregon
First Lady Aimee Kotek Wilson has dedicated her career to helping vulnerable Oregonians and is a fearless advocate for equity and fairness.
Standing up for people on the margins has been at the center of Aimee’s life’s work. That work has taken many shapes, including organizing with people for social justice issues, running political campaigns, supporting policy makers in passing legislation to help working families, and as a social worker providing intensive case management and counseling to individuals with serious and persistent mental illness.
Aimee is using her role as First Lady to continue her work on behalf of all Oregonians, particularly within populations that are:
Abby Palmer Cox
Utah
Abby Palmer Cox became the first lady of Utah in January 2021. Abby hopes to inspire Utahns to break down the barriers that separate people from treating one another as equals. She is an outspoken advocate for “getting proximate”, connecting through our differences, and combating the empathy crisis our country is facing. Through the Show Up initiative, she encourages Utahns everywhere to reach out wherever they are and however they can to lift others, serve, show support and be willing to learn about and appreciate different points of view.

Dawn Amano-Ige
Hawai’i
In her role as first spouse, Dawn Amano-Ige drew on her experiences as an educator and business woman. She previously served as a vice principal and 3rd grade teacher and holds a professional diploma in elementary education. Dawn promotes healthy living through the Department of Health’s Choose Healthy Now program and is on a mission to encourage more students to begin their day with a healthy breakfast through the Jump Start Breakfast Initiative. In 2019, she also launched the ‘Ohana Readers program to promote early literacy among young children.

Lauren Baker
Massachusetts
Lauren Baker is the former First Lady of Massachusetts alongside her husband, former Governor Charlie Baker. Lauren continues her work to improve the lives of the children of Massachusetts, focusing in particular on the children served by our Department of Children and Families.
Her continued passion for service and social responsibility is evident through her current work to increase awareness and raise funds for a number of causes. Lauren actively serves on the Regional Board of Directors for American Red Cross of Massachusetts and is a founding member of the Tiffany Circle Society of Women Leaders and vice chair of the Wonderfund. Lauren also serves on the Phoenix Charter Academy Foundation Board which provides private funding to support the programs of The Phoenix Academy Charter Schools serving at-risk teens.
Susanne Shore
Nebraska
Susanne served Nebraska as First Spouse from January 2015 to January 2023 and has a long history of championing child welfare, having served on the boards of the Child Saving Institute and the Nebraska Families Collaborative. She also served three years as a Court Appointed Special Advocate.

Louisiana
Family, faith and helping others are the core values that Louisiana First Spouse Donna Hutto Edwards uses to guide her life. Drawing upon her experience and knowledge as a former public school music teacher, she uses her platform to make a difference for kids, families and educators, raise awareness about important issues, and connect communities with needed resources and support.
